In the class. We were talk about the four elements of public policy. Inputs, goals, tools and effects. Public policy inputs are external pressures that shape a government’s policy decisions and strategies to address problems. Economic and foreign policy concerns, domestic political pressure from constituents and interest groups, technical information, and media attention all play a role in shaping national political decisions. Public policy goals can be broad and high-minded or narrow and self-serving. Governments use different public policy tools to achieve policy goals. Public policy effects are the outcomes arising from government regulation. Some are intended; others are unintended.

In the part of inputs, that mean is like the book said. Along with the progress of the times. Science and technology to solve some problems on people's life. In the past, people was not able to make a phone call while driving, and listen to the music. In order to meet the people can travel safe and comfortable driving. Many car companies gave us these things to ensure that our requirements. At the same time, the company also got the benefits.

In the part of goals that mean is national values. Like if the company want to do some activity or set up an organization. The government will ask what the focus on and what is the public goal. The mean idea is doing something for the society and then to get benefits from the things.

The tools of public policy involve combinations of incentives and penalties that government uses to prompt citizens, including businesses, to act in ways that achieve policy goals. Governmental regulatory powers are broad and constitute one of the most formidable instruments for accomplishing public purposes.

The public policy affect is like a black to a white company for cooperation opportunities, but is white company. They can not accept blacks. So the blacks can not simply get the opportunity to cooperate, even the benefits outweigh the attitude. In some cases, the two companies are still not high chance to reach an agreement. If an agreement, I believe them can not go far far away in the road of cooperation because of discrimination.
