1) I think it is difficult to distinguish where the blame comes from for a situation like this; it seems more and more people are on some kind of government funded benefit. It is disgusting to know that people who have worked very hard to make a life for themselves have to apply for benefits that at one time and still to some people can be considered an embarrassment. I think that if a school were to take the blame for these their blame would be not giving a realistic number of what the job outlook is for individuals with that degree. For instance, people I went to high school with went to college for teaching, out of the 10 who went for that only one of them has a full time position. At the time it seemed like a great idea where as now the ability to get an actual job in a field you went to school for may lead the individual to question their education. It is a difficult question to answer when the blame cannot strictly be placed with a certain aspect but with many. Does it become the individuals fault for going into a field where the job market is not really great? Does it become the schools fault for not talking them out of it? It is such a difficult question to answer you almost wonders why this is happening in our society to individuals who wanted a better life for themselves and worked hard to get it. Are the people making the rules really seeing the big picture of those individuals it affects, or are they simply blinded by padding their own pockets they do not care about the individual needs of those who want to make their lives better.

2) I feel any degree can become obsolete, more so in a field that was popular at the time but is not difficult to find a position in. At one point x-ray technicians became a very popular field because there was a demand for the job; now those individuals are all working part time or per deim . This is a field where it had become so over whelmed with individuals' hospitals or health care facilities were not able to offer full time positions to graduates because they themselves did not have the proper budget to offer the benefits or pay. I am certain that there are other fields that have become outsourced that people have decided to change their field to something completely different to be able to find a full time job. Even with a full time job, that may or may not be in your field, you may barely make enough to support yourself and end up applying for food stamps just to get by. It is repulsing to know that the people who run out government make outlandish amounts of money but those individuals who just want to get by struggle every day.

3) I think to qualify for social welfare benefits you need to be able to prove that you want to work and not live off of the system. Mandatory drug testing for individuals for programs such as these should not be frowned upon and encouraged; the system is made to help not hinder. You should not hinder the benefits
