1. SITUATION.

a. Enemy forces. See Appendix 1 (INTELLIGENCE ESTIMATE) to Annex B (INTELLIGENCE) to ISAF OPORD 2134-07 (ALLIANCE JUSTICE).

b. Friendly forces:

(1) International Security Assistance Force (ISAF).

(a) ISAF Mission. ISAF conducts Stability Operations (SO) to neutralize Taliban and warlord activities in order to sustain the elected Afghani Government and continue the development of Afghanistan's political and economic infrastructure. O/O conducts offensive operations within Afghanistan to defeat forces hostile to the legitimately elected government. O/O conducts transfer of authority to Afghani forces and redeploys to member nations.

(b) ISAF Intent. ISAF will stabilize the security environment in Afghanistan, further the development of the ANSF, protect humanitarian and civic assistance operations, and continue the development of a stable, lasting Afghanistan government. Stabilization includes aggressive operations to neutralize hostile forces and destroy their ability to conduct operations within Afghanistan.

(c) ISAF Concept. ISAF maintains strategic overview of all operations in Afghanistan and is the higher headquarters for CJTF-79. ISAF will conduct coordination with numerous local tribal, ethnic and political institutions and their leaders, and the political leadership of NATO members. ISAF will maintain responsibility and focus on the training, equipping and fielding of the ANSF. Additionally, ISAF will work towards the completion of NATO's objectives and the long term success of the established Afghani national instruments of power.

(d) ISAF End State. Afghanistan has achieved the security and stability required for success as an independent member of the international community, along with cooperation and acceptance from its regional neighbors. A democratically elected representative government is in place and the economy and population has achieved self-sufficiency, with internal and external security maintained by a professionally fielded armed forces.

(2) CJTF-79.

(a) CJTF-79 Mission. CJTF-79 conducts Stability Operations (SO) throughout AO MAINE in order to support the lawful Afghani Government. O/O, CJTF-79 conducts offensive operations in order to decisively defeat hostile forces and prevent their destabilization of the Afghani political process or attempts to destroy infrastructure critical to the continued development of Afghanistan's economy. O/O, CJTF-79 forces will conduct transfer of authority to ANSF elements and redeploy to member nations.

(b) CJTF-79 Intent. CJTF-79 will seize the initiative from forces hostile to the legitimate government of Afghanistan by stabilizing the security environment, mentoring and developing ANSF in sector, and assisting humanitarian and civic operations in sector. Subordinate units will interact with the people of Afghanistan, aggressively seek contact with infiltrating hostile forces and ensure the completion of projects will enhance the lives of the Afghani people and contribute to their nation's recovery from Taliban rule.

(c) CJTF-79 Concept. CJFT-79 will divide AO MAINE into four brigade/regimental areas of operation (AUGUSTA, BANGOR, OTTAWA and PORTLAND) with a fifth task force (TF ATHENA) utilized for decisive combat operations. The main effort will be 3 IBCT in AO AUGUSTA, with shaping operations conducted in the remaining three AOs. Subordinate units will coordinate with ANSF and ISAF Provincial Reconstruction Teams (PRTs) in their respective AOs in order to enhance the effectiveness of their stability operations and continued development of Afghanistan's political and economic infrastructure. Hostile forces will be destroyed by subordinate AOs fixing them in place followed by TF ATHENA conducting offensive operations to destroy them utilizing air assault operations.

(3) TF CARIBOU conducts SO in AO OTTOWA in order to maintain the stability of the legitimate central government of Afghanistan and facilitate the continued development of provincial government agencies in sector. TF CARIBOU will screen along PL ASP in order to interdict all non-approved travel across Afghanistan's international border and to prevent the reestablishment of Taliban influence or conduct of the international opium trade within AO OTTAWA.

(4) 1 IBCT 79 ID conducts SO in AO PORTLAND in order to maintain the stability of and prevent direct attacks upon the legitimate central government of Afghanistan in Kabul while facilitating the continued development of provincial government agencies in sector. 1 IBCT will secure Kabul International Airport and Bagram Air Base in order to ensure the continued flow of aerial resupply to ISAF forces. 1 IBCT will interdict all non-approved travel across Afghanistan's international border in order to prevent the reestablishment of Taliban influence or conduct of the international opium trade within AO PORTLAND.

(5) 2 SBCT 78 ID conducts SO in AO BANGOR in order to maintain the stability of the legitimate central government of Afghanistan and facilitate the continued development of provincial government agencies in sector. 2 SBCT will screen along PL COBRA in order to prevent the reestablishment of Taliban influence or conduct of the international opium trade within AO BANGOR.

(6) 4 IBCT 79 ID is the CJTF-79 reserve and will B/P to conduct decisive combat/AASLT operations in AO MAINE in order to destroy Taliban and AQAM forces within the AO. 4 IBCT will maintain at least one battalion task force on 2-hour alert for air assault operations in order to facilitate rapid and decisive operations against hostile forces.

(7) 79 CAB will B/P to conduct offensive AASLT operations within two hours of notification
