Introduction

The rise of china has made many commentators create the opinions that on the twenty-first century will be the era for China. However, rising China's economic is a success that has been recognized by many countries and also become the challenges for the world's economic. In fact, China's economy become the foundation support to drive the military that might be threat for other countries and support the soft power that purposes to regenerate national endurance and being recognized by the world. On the other hand, talking about the twenty-first century, China as an authoritarian country still has a long way to become the most powerful country in the world because China has to face many challenges both from internal and external that probably influence its future.

The Rise of China

World interested in seeing China because of its success in economic growth that does not change the authoritarian model and without changing the system of limited government or which is one that is bound by law. All judicial departments are under the authoritarian that has successfully identified many of the key strategic economic systems that will not change control include finance and banking, and therefore the party approved the open systems with the aim of the wealth of the country (Minxie, 2011). On the other hand, it is not a secret anymore that many enterprises that owned by state are not efficient where many officials took some of the state wealth and also reduced the output. But In fact, China's economy continues to advance and grow each year. In Addition, China is now a country that has a dictatorial system that is actually successful on a scale that has never been happened at the past (John, 2007).

The Rise of China's Economic - Positive Side of Government

In the aftermath of the reform, China's state has managed to show its main task and Development in the state. For example in terms of face and overcome the opposition of conservative and successful in exploring agriculture in the form of household and opening up the economy. China also has been fighting the problem of the areas of teaching and introducing the system of social economic to fight against poverty. Interestingly, after reform until 2001, the number of the poor in China dropped by 40% that decline was two-fold if compared with the number of the poor in India. However, because the excellent of Chinese's government, it has been resulted in the steadily grew of GDP from $ 227 in 1978 to the position of $ 2,485 in 2007 (Hongyi, 2010).

According to the study of John Farndon (2007), China's economy increased rapidly, and when it viewed from the per capita income is above $ 4,000. At the beginning of 1980s, China began to be opened to the outside world and it was predicted that the China's growth would be 7% each year. Surprisingly, the China's growth is 10% each years since the three decades ago. However, the rice of China's Economic became the sixth largest economy in 2000 and from 2001 to 2005, China replaced UK became the fourth largest economy and has been grown to became the third largest economy in 2008. The question is how could china does this significant growth in economic, firstly, China has became number one position of the biggest population in the world and became number one position of the biggest labor force in the world. It can be said that China might be not rich in natural resources but China operates the billion people to work. Secondly, China has many foreign investments which has produced around $50 billion in one year into China that ten times greater if compared with India, which proved that China's investments are massive.

China collaborates with the world trade organization tender from 2001, in other word it approves regulations governing the international trading system within the scope and established a great economic connection with the world. In 2004 China made decision to ease the tariffs of agricultural from 15% to become 8.9% for industrial. China also did the agreement to open service markets including communications, trading in retail and transportation improvement. It could be stated that China was doing excellent in opening and made a stable condition of economic and also fiscal incentives for the foreign investors. In 2007, China reached the first position in leading the exports either goods and services and followed by the U.S, Germany, and Japan (Hongyi, 2010).

The rice of China's economic has become the challenges for the world's economic. For example European Union, China is the second biggest before the US in term of exports into European Union. This market creates the wide deficit in EU and this time is the greatest bilateral deficit in trading for EU. As can be seen in 2001, EU's deficit where China hold ϵ46 Billion, increased ϵ55 Billion in 2003, reached ϵ108 Billion in 2005, and always increased until ϵ170 in 2007. However if The EU's deficit always grows, it will not be sustainable for the future term for the EU. Another country is the US, according to Census Bureau of US that actually greater than what China has been announced, which have around $6 Million deficit in 1985, increased sharply into $83 Billion in 2000, and became $260 billion in 2007. The US officials from Davos Economic Forum said that the trading is not sustainable for the future (David, 2008).

Hard Power & Soft Power Driven by Economic

Alongside the economic development of China, China further develops its soft power strategy compared with its hard power. However, according to study of Mingjiang (2011), there are three foundations of China's soft power including culture, development, and foreign policy. It is similar with study that has been done by Thomas, Christopher, Nicolas, Kerry, Susan, Shirley, Michael, Wayne, Dick, Jim, Jeremy, M. Mark, & Bruce (2010), China's soft power including diplomacy and foreign assistance. However, Chinese's culture is one of the important sources because it has been a long time but still existed until now and because of its unique traditions. Firstly, global diplomacy as one of soft power tools is providing teaching that not for profit and introducing the Chinese's culture to the outside world. Surprisingly, based on the education of ministry there are approximately 100 million people in the world studying Chinese language in 2010. Secondly, China followed and joined in so many activities in multilateral organizations and also making new international organizations. China also became more active in United Nation, World Bank, and the activities in regional organizations. When viewed from the perspective of a liberal, multilateral diplomatic activities
