Senior management manages and controls strategy, resources, budget and process for recruitment and selection. The centralized division of recruitment is handled through human resource professionals. Human resource professionals assist in recruitment activities and ensure recruitment and screening of applicants are administered properly. This ensures there is compliance with the relevant laws and regulations.

The majority of the centralized division is handled through an external recruitment team managed by a vendor that handles the bulk of the duties in the recruitment process. The duties performed by the vendor are established through policies and practices set forth, that help guide the external recruitment team during the recruitment and staffing phase.

The organization supports a team-based environment and realizes that all employees play an integral role in the organization's success. Therefore, most of the staffing function of the organization is decentralized, with the responsibility for the initiation of recruiting process handled by the managers who are directly located in the area with a staffing need. Managers have the ability to strategize to determine the departmental need for staffing, which is adapted to fit the area's specific circumstances.

The managers are responsible for gathering data, analyzing data, and reporting the information for job analysis (Heneman, Judge, & Kammeyer-Mueller, 2012). Managers are responsible to analyze the need and purpose of a position. During the job analysis knowledge, skills, abilities, and other characteristics (KSAO's) of the position are distinguished as traits that potential candidates should possess to qualify for the job. Competency, job requirements, specific duties, and job context such as physical work setting, work attire necessity, body positioning, environmental conditions, and job hazards are also identified during job analysis.

Managers assist with the planning stage of recruitment, and should have direct awareness of the issues surrounding departmental staffing needs. They are able to use their knowledge about the department to understand the needs. Managers should have a wealth of knowledge about the duties carried out in the position, including the quantity of individuals needed to fill the position requirements, standard workweek, requirements of the position such as capabilities, mental, physical, and sensory skills. Managers work with the vendor for assistance with creation of job requisitions for the positions. The vendor will assist managers with the creation of the requisition and ensuring that all potential legal issues are covered within employment law guidelines in the requisition.
