As states of the world becomingly interconnected and interdependent with each other, several foreign policies have been implemented in order to further strengthen the relationship which have been initiated by different states across the globe. In the Philippines, there are so many nationals and even foreigners who acquired Filipino citizenship. Specifically, South Korean nationals have been noted to be the largest number of aliens inhabiting in the country with approximately 1.4 million in number.

Thus, it is important that we determine the factors which have been the foundation of the relationship between South Korea and the Philippines. Bilateral relations between the two countries started on 3 March 1949 when the Philippines became the fifth country to recognize the Republic of Korea, which was inaugurated on 15 August 1948. The friendship was cemented by the Philippine deployment of the Philippine Expeditionary Force to Korea (PEFTOK) during the Korean War in the 1950s to help South Korea defend itself from the invasion of the North.

With these factors, the Philippines has been able to indirectly and directly invite South Korean people to visit and even disclose their culture in the country.

The Philippines having been established a good relationship with South Korea came up with the idea of forming a policy which aims at providing an even more friendly relationship with South Korea. In this policy, Filipinos will become more acquainted and familiarize with Korean cultures which will lead us to a better understanding of the cultural and societal value of Korean living as well as fostering a harmonious and collaborative relationship with South Korea. In addition, this policy offers a good avenue to both South Korea and Philippines in their formation of a healthier socio-cultural communications with each other while taking into account the many benefits that could be acquired through the enactment of this policy.

Furthermore, international camaraderie and cooperation between two countries in the socio-cultural and development fields are expected to be heightened and improved as both countries strive to further strengthen relations.
