The national research act was signed into law on July 12, 1974, it created the national commission for the protection of human subject of biomedical and behavioral research to oversee and regulate the use of human experimentation in medicine.

This Act basic on protect all of people who are researcher to make sure those researchers are treated in an ethical manner not only by respecting their decisions and protecting them from harm, but also by making efforts to secure their well-being. Also this Act is report emphasized three basic ethical principles: respect for persons, beneficence and justice.

What is the responsibility of National Research Act is let those laboratory which doing the human subject of biomedical and behavioral research to oversee and regulate the use of human experimentation in medicine more oversee and regulate by basic on protect those researcher. There are four examples to explain why the Act to be needed.

The first case is the very famous one on the world, is called Tuskegee Experiment. During 1932-1972, the U.S Public Health Service (PHS) by using an excuse which is "bad blood" to conducted the nearly 400 black men for doing the syphilis human research. The truth is that the U.S PHS doesn't treated those men who have syphilis, the result of that is more of those men and men's wife, children dead because had syphilis. If this Act was sign into that time, those black men did not to be died, they will be treat by PHS, and their wife and children would be save and their will get maximize possible benefits and minimize possible harms.

YANOMAMI is other important case for why the National Research Act must be sign in. Even James Neel saves a lot of YANOMAMI people, but when the James discover the disease of yanamami people, he decided to begin human research by myself not with people form Yanamami. It means in his mind, the Yanamami people like dogs or other without autonomous mind. However, the Act is emphasize the principle of respect for persons demands that subject's decisions whether to become involved in research must be voluntary and informed.

For me, I think National Research Act is useful and efficacious. This Act make a circumscription let those laboratory following, protecting those researcher have maximize possible benefits and minimize possible harms. Also when appropriate, they are adequate provisions to protect the privacy of subject and to maintain the confidentiality of data, and the research plan makes adequate provision for monitoring the data collected to ensure the safety of subject. It the good way to control laboratory to doing the human research .
